I ask to provide me with the specified information according to art. 359 of the Customs code of the Eurasian economic Union and Administrative regulations of the Federal customs service for the provision of public service on informing of the acts of the customs legislation of the Customs Union, the legislation of the Russian Federation on customs and other legal acts of the Russian Federation in the field of customs and advice on customs and other matters within the competence of the customs authorities, approved by the order of the Federal customs service of 09.06.2012 № 1128.

REQUIREMENTS
to written (electronic) request for advice
The provision of the Public advisory service on the application of international treaties and acts in the field of customs regulation and other issues within the competence of customs authorities is carried out in accordance with Article 359 of the Customs Code of the Eurasian Economic Union, Article 264 of the Federal Law of 03.08.2018 No. 289 Federal Law "On Customs Regulation in the Russian Federation and on Amendments to Certain Legislative Acts of the Russian Federation", by the order of the Federal Customs Service of Russia of June 9, 2012 No. 1128 "On approval of waiting for the Administrative Regulations of the Federal Customs Service for the provision of public services for informing about acts of the customs legislation of the Customs Union, legislation of the Russian Federation on customs affairs and on other legal acts of the Russian Federation in the field of customs affairs and advising on customs matters and other matters within the competence of customs bodies "(further - the Administrative regulation).
According to paragraph 76 of the Administrative regulations, a written request for a consultation should contain the following information:
- the name of the customs authority the person applies to;
- the name of the legal entity or the name, first name, patronymic of an individual wishing to obtain advice, inсluding the full postal address of such person;
- request for advice and content of issues on which the person needs consultation, with reference to Article 359 of the Customs Code of the Eurasian Economic Union and / or Administrative Regulations (that is, to refer to the order of the Federal Customs Service of Russia of 09.06.2012 No. 1128).
- signature of the person (if the request is made by a legal entity, the request must be sent on behalf of the first person authorized in accordance with the civil legislation of the Russian Federation to represent the interests of the said organization);
The request sent via e-mail is subject to the requirements specified in paragraph 76 of the Administrative Regulations (with the exception of the requirement relating to the signature of the person).

A written (electronic) request is made to the name of the head of the Kaliningrad Regional Customs, Colonel of the Customs Service, Abrosimov Sergey Viktorovich.
If the person’s written (electronic request) does not comply with the requirements specified in clause 76 of the Administrative Regulations, the advice is not provided.
List of documents,
submitted by recipients of public services
In order to receive state advising services on the application of international treaties and acts in the field of customs regulation and other issues within the competence of customs authorities, the person should have the following documents:
-personal identity document,
- a document confirming the powers of the person representing the interests of the legal entity (in the case of a representative of the legal entity applying for the state service).
For receiving the public service of advise for individuals concerning the application of the international treaties and acts in the field of customs regulation and other issues within competence of customs authorities in writing the individual shall send a written (electronic) request to the customs authority for providing consultation according to points 76 and 80 of Administrative regulations.
Provision of public service of advising persons on the application of international treaties and acts in the field of customs regulation and other issues within the competence of the customs authorities,
is not carried out :
- on the issues not within the competence of the customs authorities;
- on requests for the reasons and grounds for the decision or action carried out or the reasons not to make the decision or omission of action;
- on complaints of persons against decisions, actions (inactions) of customs authorities or their officials, even if the requests of persons do not have such a name, but in their content relate to the complaint;
-on the complaints of persons on the decision in cases of administrative infractions in the field of customs, even if the requests of persons do not have such a name, but in their content relate to the complaint, including on the presence or absence of grounds for initiating a specific case of an administrative infraction, to bring to justice, on the legality of the application of security measures in the case, questions on the specific circumstances of infractions and the like, as well as on the qualification of administrative infractions, conditions of administrative responsibility;
- on requests for confirmation or decision on the definition of the code of goods on Commodity Nomenclature for Foreign Economic Activities of the Eurasian economic Union, the country of origin of goods;
- on applications for confirmation or determination of customs value;
- on a request for arithmetic calculation of the amounts of customs payments due in respect of specific goods;
- upon a written request of the person to fill out the customs declaration and other documents to be submitted to customs authorities in accordance with the law of the Eurasian Economic Union.
